The Chiefs of Ontario Environment Sector would like to highlight the following details about the 2026–2027 Call for Applications for the Indigenous Partnerships for Species at Risk (IPSAR) program, formerly known as the Aboriginal Fund for Species at Risk (AFSAR). While the program name has changed, all aspects of the funding remain the same.

The application period is now open and will close on November 13, 2025, at 14:00 (Eastern Time).
Since its launch in 2004, IPSAR has supported Indigenous leadership in the conservation, protection, and recovery of species at risk and culturally significant species, along with their habitats on Indigenous lands and territories. The program also helps build capacity for Indigenous Peoples to meaningfully participate in the implementation of the Species at Risk Act.
How to Apply:
- Applications must be submitted through the Grants and Contributions Enterprise Management System (GCEMS). Visit the GCEMS website to register and access instructions. If you require an alternate format, please contact me as soon as possible.
- We recommend starting the registration and application process early, especially after receiving feedback on your EOI, to ensure timely submission. GCEMS accounts can be created at any time before applying.
Funding Duration:
- New projects may request funding for 1 to 3 years.
- Previously approved projects may request additional funding for up to 5 more years, to a maximum total duration of 10 years.
Eligibility:
- Projects must include at least one species listed on Schedule 1 of the Species at Risk Act, or one assessed by COSEWIC as endangered, threatened, or of special concern (even if not listed on Schedule 1).
If you’re considering submitting a project, I strongly encourage you to:
- Contact me to discuss your proposal, or
- Submit an Expression of Interest (EOI) using the attached template to receive feedback and confirm alignment with program priorities and eligibility.
Please send your EOI to danielle.aulenback@ec.gc.ca by October 30, 2025. Early submissions are encouraged. EOIs received after October 30 may not receive feedback before the full application deadline. Note that submitting an EOI is not the same as applying to the program.
We encourage you to promote collaboration and dialogue with other Indigenous Peoples who may be affected by your project. This approach allows for the sharing of knowledge and supports respectful and sustainable implementation of the project.
Note: The Department of Fisheries and Oceans (DFO) administers funding for aquatic species. For new aquatic conservation projects, please contact your regional DFO coordinator.
